Hel: leader of the underworld, thought to be the daughter of Loki
She believes in redemption only if whole world is mourning the person she has taken

(Pg 74) Baldr was killed, before death he was described as the lords as having light radiate off him, he was kind, bright, and understanding. He was well-liked as well as respected
He went to hel-way when he died, his brother, Hermodr went to retrieve him

She tells Hermodr where to find Baldr

Hermodr rode back to Asgard and tells what he found. Messengers were sent out to mourn the death of Baldr to attempt to retrieve him from Hel's grasps
Loki is responsible for the death of Baldr, he is the only one that does not mourn him
Because of this, Baldr must stay in Hel-way until he can be reborn from the underworld

Chained to a rock
Snake venom is dripped on him, causing pain
He will continue to be in agony from the venom unless the woman perceived as his wife can catch the venom
